Basic Training for the Environmental Technician
The first in the “Basic
Training” series is intended for the Environmental Technician.
These are individuals responsible for implementing installation
programs at defense related activities. This can include hazardous
waste facility workers; environmental technicians; maintenance
officers; fuel point workers; etc. The course focuses on the
line-level issues relevant to hazardous waste management,
hazardous materials management, storm water pollution prevention,
PCBs, Asbestos, Underground Storage Tanks, Hazardous Materials
Transportation, Lead, Hazardous Materials Emergency Response,
managing standard operating procedures (SOPs), training
requirements and many others. The training is equally appropriate
to those new to the field and those seasoned supervisors wanting
to update their knowledge.

This is a
general introduction to the course. You will get an overview
of the course layout, an overview of the material and
training facility.

This is an
introduction to the nature of regulatory compliance and
enforcement issues relevant to defense operations.

This is a
small-group exercise where you analyze how your particular
organization may be regulated by various requirements.

You’ll
get a basic introduction to the myriad environmental
programs and planning requirements set forth by regulation
and/or DOD instruction.

Here

small group exercise where students research hazardous
materials characteristics and make storage and segregation

Angie
Alltizer, MPH, CHMM
As former Chief of the DoD Center for Environmental
Initiatives and Hands-on Training. Ms Alltizer has
extensive experience in the development and delivery of
thousands of hours of EHS training for Defense Services. Her
career has focused on occupational health and safety issues
for US Defense activities.
Paul
Bacon, MS, CHMM
A regulatory specialist with NFPA, and later consultant
to numerous DoD installations in the management of Hazardous
Materials Risks, Mr. Bacon has over twenty years of
experience. He has consulted DoD activities throughout the
US and in twenty-six countries.
Gil
Bakshi, MS
Gil Bakshi has extensive experience in managing lead and
asbestos abatement programs. He has assisted numerous
Federal and State organizations in developing compliance
programs, training curriculums, and designing abatement
projects.
Jesse
Gomez, BS, REM
As an environmental engineer and also a former Chief of
CEIHOT, Mr. Gomez has extensive experience with the myriad
environmental compliance issues facing the military. He has
overseen environmental compliance programs implemented
throughout the US and overseas.

learn basics of collecting, preparing, and shipping
environmental samples including: developing sampling
plans; collection techniques; sample packs; chain of
custody; managing analysis service contracts; and
interpreting results.

Trey Greene has over fifteen years experience assisting
defense organizations in complying with US and overseas
environmental requirements. He has trained over 12,000
defense personnel in: regulatory compliance, environmental
management and emergency response issues.
Michael
Ray, MS
With over twenty years experience acting in various
emergency response roles for defense installations - from
Incident Commander to Assistant Fire Chief. Mike expertise
is also recognized by the FAA as an Instructor and he is
certified with the International Fire Service Accreditation
Congress.

Management
Students
will learn the basics of RCRA, working in and around
hazardous waste accumulation, 90-day, and storage areas.
Basic materials handling skills, as well as, specific
labeling, documentation, and reporting requirements will
be discussed

introduction to the MMR and its requirements.

The class
will work to solve hazardous waste problems through
case-studies.

You’ll
get an intensive survey of DOT and DoD Hazardous Cargo
transportation requirements including an introduction
to: the Hazardous Materials Table; shipping papers; as
well as labeling and placarding requirements

Transportation Exercise
You’ll
work in small groups to properly contain, label, placard
and ship hazardous materials and wastes from a facility.

Lead, and Asbestos Programs
You’ll
get the basics of installation programs that manage the
PCB, Lead and Asbestos at a defense facility.

Emergency Response to Oil and
Hazardous Substance Releases
A short
review of the various risk management and reporting
requirements set forth by regulation and instruction.

Spill Response
Basics of
responding to small hazardous substance spills per
instruction and guidance. You’ll be presented with a
variety of hazmat “spill kits,” and learn about the
proper use of absorbent media.

Emergency Response Case Studies
A variety
of spill scenarios will be presented with discussion on
effective mitigation.
