Basic Training for the Environmental Technician

The first in the “Basic Training” series is intended for the Environmental Technician. These are individuals responsible for implementing installation programs at defense related activities. This can include hazardous waste facility workers; environmental technicians; maintenance officers; fuel point workers; etc. The course focuses on the line-level issues relevant to hazardous waste management, hazardous materials management, storm water pollution prevention, PCBs, Asbestos, Underground Storage Tanks, Hazardous Materials Transportation, Lead, Hazardous Materials Emergency Response, managing standard operating procedures (SOPs), training requirements and many others. The training is equally appropriate to those new to the field and those seasoned supervisors wanting to update their knowledge.

Day 1

0830 Introduction to Defense Environmental Management for Technicians

This is a general introduction to the course. You will get an overview of the course layout, an overview of the material and training facility.

0930 Regulatory Overview and Enforcement

This is an introduction to the nature of regulatory compliance and enforcement issues relevant to defense operations.

1100 Regulatory Exposure Exercise

This is a small-group exercise where you analyze how your particular organization may be regulated by various requirements.

1300 Introduction to Environmental Planning

You’ll get a basic introduction to the myriad environmental programs and planning requirements set forth by regulation and/or DOD instruction.

1500 Hazardous Materials Management

Here you’ll be introduced to basic management practices for hazardous materials.

1600 HazMat Management Exercises

Another small group exercise where students research hazardous materials characteristics and make storage and segregation decisions.

1700 Ice Breaker hosted by ACGEM

Angie Alltizer, MPH, CHMM
As former Chief of the DoD Center for Environmental Initiatives and Hands-on Training. Ms Alltizer has extensive experience in the development and delivery of thousands of hours of EHS training for Defense Services. Her career has focused on occupational health and safety issues for US Defense activities.

 

Paul Bacon, MS, CHMM
A regulatory specialist with NFPA, and later consultant to numerous DoD installations in the management of Hazardous Materials Risks, Mr. Bacon has over twenty years of experience. He has consulted DoD activities throughout the US and in twenty-six countries.

 

Gil Bakshi, MS
Gil Bakshi has extensive experience in managing lead and asbestos abatement programs. He has assisted numerous Federal and State organizations in developing compliance programs, training curriculums, and designing abatement projects.

 

Jesse Gomez, BS, REM
As an environmental engineer and also a former Chief of CEIHOT, Mr. Gomez has extensive experience with the myriad environmental compliance issues facing the military. He has overseen environmental compliance programs implemented throughout the US and overseas.

Day 2

0830 Basics of Environmental Sampling

You’ll learn basics of collecting, preparing, and shipping environmental samples including: developing sampling plans; collection techniques; sample packs; chain of custody; managing analysis service contracts; and interpreting results.

1000 Sampling Workshop

You’ll work in small groups to solve common sampling problems.

1200 Lunch

On your own, or with classmates

1300 Controlling Hazards

You’ll get an introduction to: the basics of industrial hygiene; and OSHA and other requirements

1500 Hazard Communication

In this session you will learn the fundamentals of the DODI 6055.5 Hazard Communication Standard and how to manage its requirements

H.E. “Trey” Greene, MPH
Trey Greene has over fifteen years experience assisting defense organizations in complying with US and overseas environmental requirements. He has trained over 12,000 defense personnel in: regulatory compliance, environmental management and emergency response issues.

 

Michael Ray, MS
With over twenty years experience acting in various emergency response roles for defense installations - from Incident Commander to Assistant Fire Chief. Mike expertise is also recognized by the FAA as an Instructor and he is certified with the International Fire Service Accreditation Congress.

You’ll get a thorough introduction to the selection and use of chemical protective clothing, respiratory protection, and other PPE, as well as learn about strict regulatory requirements that guide the use of PPE.

1000 PPE Workshop

You will learn to solve PPE problems.

1300 Introduction to Hazardous Waste
Management

Students will learn the basics of RCRA, working in and around hazardous waste accumulation, 90-day, and storage areas. Basic materials handling skills, as well as, specific labeling, documentation, and reporting requirements will be discussed

1400 Military Munitions Wastes

An introduction to the MMR and its requirements.

1500 Hazardous Waste Handling Scenarios

The class will work to solve hazardous waste problems through case-studies.

Day 4 Coffee, juice, and pastries


0830 Introduction to Hazardous Materials Transportation

You’ll get an intensive survey of DOT and DoD Hazardous Cargo transportation requirements including an introduction to: the Hazardous Materials Table; shipping papers; as well as labeling and placarding requirements

1000 HazMat Transportation Exercise

You’ll work in small groups to properly contain, label, placard and ship hazardous materials and wastes from a facility.

1030 PCBs, Lead, and Asbestos Programs

You’ll get the basics of installation programs that manage the PCB, Lead and Asbestos at a defense facility.

1200 Lunch

On your own or with classmates

1300 Emergency Response to Oil and
Hazardous Substance Releases

A short review of the various risk management and reporting requirements set forth by regulation and instruction.

1330 Small Spill Response

Basics of responding to small hazardous substance spills per instruction and guidance. You’ll be presented with a variety of hazmat “spill kits,” and learn about the proper use of absorbent media.

1500 Emergency Response Case Studies

A variety of spill scenarios will be presented with discussion on effective mitigation.

1630 Adjourn

0830 Working with Underground Storage Tanks

You’ll get an introduction to tank manage- ment obligations, as well as monitoring, testing, clean-up and reporting require- ments.

1000 Environmental Training Requirements

Clean Water Act, DOT, RCRA, and OSHA (including HAZWOPER) training requirements will be presented.

1200 Adjourn
